Standard Setting: It's not Just for Job Knowledge Tests Anymore!

This workshop will focus on recent innovations in standard setting methods, focusing on recent innovations and thinking about how standard setting methods can be applied to assessments other than the knowledge tests to which we typically apply them. The presentation will introduce a general framework for standard setting called the "General Eclectic Model", linking the elements of this model to the Standards for Educational and Psychological Testing. The presentation will cover three common techniques in relation to the model: Angoff, Bookmark, and Item-Descriptor Matching. Next we will how to resolve common issues in standard setting including inadequate description of the desired performance level, outliers or extreme ratings, unrealistic or unworkable standards, and outdated standards, including a discussion of recent innovations aimed at resolving these issues. Lastly the presentation will cover extending standard setting methods using the general model to assessments such as cognitive ability and personality tests, and organizational surveys such as customer satisfaction, organizational climate, engagement and psychological safety, including the advantages of approaching these kinds of assessments from a standard setting mindset.

Lorin Mueller is the Managing Director of Assessment at the Federation of State Boards of Physical Therapy, where he oversees the National Physical Therapy Examination program and related research. He is a former PTCMW President, a Fellow of the Society for Industrial and Organizational Psychology, served as a technical advisor to several occupational credentialing programs, and has nearly 30 years of experience in the testing industry.
